I never can think of  Judas Iscariot  without losing  my temper.   To my mind   Judas Iscariot  was nothing  but  a  low,  mean,  premature,  Congressman.”   — Mark Twain,   letter to editor,   N.Y. Daily Tribune.
    MEATING  of  the  MINDS
This  “Meeting of  the minds”  in  the  U.S. Congress  and  U.S. Senate  in 1861,  was  a  colossal amalgamation  of  Compromisers  in  the  Abattoir  of  Enactments!

The  Genesis of  Conflict  between States:
“erupted over the question  of  regulation of  commerce.”
May 10, 1860,  The  Morrill Tariff Bill  was passed  by  the  U. S. Congress.
The Excellent Book:  Blood Money,  the  CIVIL WAR  and the  FEDERAL RESERVE,  by  John Remington Graham,  explains  the financial influence  which promoted  agitation:  “ to the point  at which  people  from the  two sections  could  joyfully  kill  each other.”   Uncle Tom’s Cabin  received considerable funding  to incite  hatred,  civil conflict,  and  political turmoil.  Examples of  this  consistently funded campaign  to remove  Southern  political opposition  are:  Kansas-Nebraska  Act  of  1854  and  Dred Scott  controversy.
Arouse hatred  against  unregenerate Aristocrats,  and  patriotic frenzy  will demand  Federal Government  initiative.  Slavery  was a decoy issue  to divide  the Democrat  political majority.  Alexander Hamilton  attempted to suppress,  and  tax  the  traitorous turpitude  of  obstreporous farmers.  Preserve the Union!   Federal government  regulation  and taxation—  transform  Whiskey Distilling  and Slavery,  into  patriotic professions.  Federal tax increases  were desired by  Whigs  and Republicans.  The  Morrill Tariff  would provide  for  tax-funded grants,  political patronage,  and  “ Internal improvements.”   Philippe,  Duc d’Orléans,  provided funds  to  arouse the  French Revolution.  Considerable money  was spent  for  incendiary agitation  to  provoke  a  war  with  large debt.  The new regime  expressed gratitude  to  Bankers  and  Northern industrialists  by  generous legislation.  (Blood Money  page 15.)
Transcontinental turpitude  was conceived by  Daniel Drew  for his disciples—  New York  Common Council  and Albany  legislature.  Cornelius Vanderbilt  dominated  the obstacles  of  nature  and resisted  Government tyranny.  James J. Hill  avoided  government subsidies.  The  Great Northern Railroad  was  a  superior quality  achievement—  without scandal.
A  Transcontinental Railroad  had been proposed  between  Chicago — San Francisco.   Southern states  wanted  a  shorter route  from  New Orleans —  through Texas  and the  Gila Valley  to  San Diego.   Stephen Douglas  was encouraged  to  support  the route  from  Chicago.   [ Construction of  both  rail projects  was favored by  Douglas  and  William Seward.   The Ordeal of  The Union,  by  Allan Nevins.]   Stephen Douglas  worked  to legislate  slavery  in  the territories  to  placate  Southern opposition  to the  Chicago route.  This  political deal  achieved the  Kansas-Nebraska  Act  of  1854.  The inevitable result  was  the  1855  Civil War  in  the  Kansas territory.  (Blood Money  page 32.)
The  Kansas-Nebraska concession  was worthless;  and  the  Dred Scott  decision  opened  all  the territories  to slavery.  The Natural Limits of  Slavery Expansion,  by  Charles W. Ramsdell,  explains why  there were only  seventeen  SLAVES  in  ALL  the  Federal territories  in 1860.  (Blood Money  page 23.)

Three million SLAVES  were in  Southern statesWhy were  Southern Democrats  motivated  to  political desperation —  regarding  SLAVERY  in  the territories?      Politics  of  Slavery.

South Carolina  hosted  the  National Convention  for Democrats  in  Charleston.  Southern delegates  considered  Douglas  to  be  a  swindler,  and  fifty-seven ballots  for  his nomination  were defeated.  (Blood Money  page 40.)
Robert Barnwell Rhett:   A  Fire-Eater  Remembers.
Southern delegates  demanded  a platform  of  obligatory  slavery  in  the territories.  Several ballots  failed  to achieve  two thirds  agreement,  and  delegates adjourned.  Remaining delegates  nominated  John Breckenridge,  of  Kentucky.  (Charles A. Beard.)   Delegates  who  withdrew,  and  reassembled  at  Baltimore,  nominated  Stephen Douglas.  Democrats  were divided.

Abraham Lincoln  was nominated  at the  Republican convention  in Chicago.  “ Besides  pursuing the usual strategy  of  education,  the Republicans  resorted to  parades  and other  spectacular features  that  had distinguished  the  log-cabin  crusade  of  General Harrison’s  year.  Emulating the discretion  of  the Hero  of  Tippecanoe,  Lincoln  maintained  a  judicious silence  at Springfield  while  his  champions  waged  his battles  for him,  naturally  tempering  their orations  to  the requirements  of  diverse interests.”
“A  large fraction of  Whigs  and  some fragments  of  the  Know Nothing,  or  American Party, . . .  tried  to  save the day  by  an  appeal  to  lofty sentiments  without  definitions.”   “ They  held  a  convention  at Baltimore  and  nominated  John Bell,  of  Tennessee.”  (Beard,  The  Causes  Of  The American Civil War,  edited by  Edwin C. Rozwenc,  pages 104-108.)

December 20, 1860,  South Carolina  seceded  from the Union.  Seven states seceded  after  the election of  Abraham Lincoln.   Fourteen  Southern senators  had resigned.  Northern  senators  enacted  the  TARIFF  increase—  to  37 %   to  finance  Political payoffs.   “ The  trouble  began  with the  so-called  Tariff  of  Abominations.  (Blood Money  pages 43-44.)

That  Tariff  was submitted  as  a  political strategy  to  elect  Andrew Jackson  in 1828.  John Quincy Adams  was expected to  veto  this  TARIFF  legislation.   He  would be  denounced  for refusing  to protect  American industries  from  foreign imports.  John Adams  signed  the bill.  Andrew Jackson  was elected president,  despite the failure  of  this strategy.  Vice President  John C. Calhoun  was outraged  by  the tariff,  and encouraged  South Carolina  to nullify this  Abomination”  by secession  from the Union.  The book  Blood Money—  provides  crucial details  which are  obscured  or omitted  in other historical accounts.   The  1828  political strategy,  and  the  zealotry  for  slavery  are  consistent  with  this  quoted remark  about  South Carolina:   Too  large  for  an  insane Asylum,   Too  small   to  be  a  separate country.”

December 11, 1860,  The  Morrill Tariff  Bill  (H. R. 338)  was discussed  by  the  U. S. Senate.   Sausage-making  is easy,  compared  to  phoneme  phlebotomy  deal-a-brations  of  poly-ticks:  “ Don’t  Tax me,  don’t  Tax thee,  Tax  that man  behind  the tree.”
February 20, 1861,   Page 275:   “ No further amendment  being proposed, . . .”  (H. R. 338)   “ The said bill,  as amended,  was read the third time.   On the question,  Shall the bill pass?   It was determined  in the affirmative,  Yeas ... 25   Nays ... 14
February 25 - March 1, 1861,   The Senate  resolved  minor differences  with  the House of  Representatives.  President Buchanan  signed  H. R. 338 —  Saturday,  2 March, 1861.

Feb 27 28,  Mar 2, 1861,  Mr. Emerson Etheridge  helped pass this  joint resolution;  to amend  the Constitution of  the United States.   It’s All About Slavery,”  they believed.
A message  to the House:  The Senate  have passed  a joint resolution of  this House”  (H. Res. 80).
Mr. Speaker Pennington  rose  and addressed the House.”   “ Several States have seceded.”   “ I  still declare  my   willingness  to join  in   measures  of  compromise.”
March 4, 1861,  Abraham Lincoln said that  he had no intention of abolishing Slavery  in  his First  Inaugural Address.
March 16, 1861,  Lincoln’s Letter to  Governor of Florida and the  Feb., 1865,  Hampton Roads  Peace Conference,  continue this eagerness  to compromise about Slavery.

Have you ever  watched  a crab  on  the shore

Taxation  has been a pervasive cause  of  the decline of Ancient Civilizations Rebellion  against Britain,  the Whiskey Rebellion,  and  Nullification  by  threats of  Secession.

Deddy-cation:  The Cheerful Lady,  married to the first Governor of  the  State of Franklin  and Tennessee,  was known as   Bonny” Kate.  Her euphemistic sister,  with a  dry  sense of  humor,  could be:  “ Dessi” Kate.
My mother observed:  Beauty” is,  as Beauty does.  I  Dedicate this Summation to a lady  of  St. Pete Collage  (the “Tít’ns”),  who brightens the Gibbs Library  as  Hypatia,  the daughter of  Theon,  the mathematician,  illuminated the  great library  of  Alexandria,  founded by  the Ptolemies.
Repeated,  exigent! Announcements  at closing time,  remind me of  Hypatia’s  violent demise.

Lincoln  debated  Stephen Douglas.   Laughter was frequent,  and shouts of  ‘hit him again’  were often yelled  when one or the other  scored a point  his followers deemed significant.”
 Lincoln  thought  slavery was wrong
and repeatedly said so  in every debate.

February 5, 1865,  President Lincoln proposed  $400 million to compensate Southern States  for Slaves.
I was puzzled  about the  four year delay  after his inauguration,  before President Lincoln  proposed that  buy-out incentive  to his  obstreporous Cabinet?
Lincoln  inherited the  Morrill Tariff Act of  1860,  and was   “out of  town,”  when the evil deed was done  (same as  John Surratt).  After he became President,  why did Lincoln  write letters  to various state governors  “ to rally political support for”  the proposed  XIII Amendment?
“ Not only  did Lincoln  support this  slavery forever  amendment,  but  the amendment was his idea  from  the  very beginning.”  Doris Kearns-Goodwin  wrote  about  “ the above-mentioned  ‘first  thirteenth amendment’ ”  in her book.   Lincoln’s Letter  to  the  Governor of  Florida  is discussed  in this New book  by  Thomas J. DiLorenzo:   Lincoln  UnmaskedWhat  You’re Not  Supposed to Know  About  Dishonest Abe.
Building blocks of  this  sequence of  events:  construct  a gigantic pyramid  to support conclusions.   The proposed Thirteenth Amendment,  and  the $400 million,  were bribes— to entice the  Southern States  to  stop fighting  and submit  to the Authority of  the Union:  to enforce the Morrill Import Tariff.
Dagney Taggart  asks  why  Francisco  began  the  San Sebastián Mines?   “ You had exhausted  every other  form of  depravity  . .”
     “ They thought  they could  trust my honor,”    Francisco replied.  ( p. 120.)   “ What’s burning a city—   compared to . . .”    ( p. 122.  Atlas Shrugged.)
Avaricious Cannibals  of  Congress,  Senate,  and  President Lincoln  thought they could trust the reputation of  Southern   Slave enthusiasts,  to  re-join the Union,  and submit to  the  Morrill  Tariff increase.
Each person prefers  one alternative to others.
The highest value chosen,  is revealed by  the action  which abandons  less urgent  possibilities.  Southern States abandoned the choice of  ratifying the  proposed  XIII Amendment— to  protect ownership of  Slaves.  This defies imagination!
Blacks would  Slave in the fields,  and the unregenerate Federal Tax collector  would extort  the 47% tariff,  like  a  pythonchoking  a  muleContumely Congressmen and sadistic Senators  were like blood-sucking ticks  on a dog.  They reviled the unreconstructed  Simon Legree.
Americans  fought  for  “ The  Union”  which had  declared independence  from Britain  and King George.
Southern States  did not  re-join  the Union  to  ratify  the  XIII Amendment  and gain  Constitutional protection  of  Slave ownership:  the  forbidden  Apple.   Southern Soldiers  defended  against  Northern  Aggression,  and  suffered
  483,026  total casualties  ( 289,000  died).  Why?
389,753  Federal Soldiers died  for  their country.  They were not  Myrmidons  or  Hessians.
